The USDT is a stablecoin pegged 1-to-1 to the US dollar. It is centralized, as it is backed by a reserve made of cash, U.S. Treasury Bills and other types of securities. It is currently the largest stablecoin of the market.

Right now, 1 South African rand is equal to USDT.

Tether is the company issuing and managing the USDT and EURT stablecoins. Created in 2014, it is based in the British Virgin Islands.

A stablecoin is a type of cryptocurrency designed to have the same value as a given fiat currency, like the US dollar. Its purpose is to let users invest in and out of volatile crypto-assets easily while remaining on chain, to facilitate crypto payments, and to denominate the price of other tokens in currencies that people are familiar with.

Tether being based in the British Virgin Islands, the USDT isn't regulated by any major supervising authority. It has often been challenged for its lack of transparency, but Tether has recently stepped up its efforts to address that issue. It notably publishes audit reports and daily data on the state of its reserves here. However, the USDT has been live since 2014 and hasn't experienced any significant issue or depeg event. For a more detailed analysis of USDT's safety, read its rating on bluechip.org.

The USDT is designed to follow the price of the US dollar, it is therefore determined by it. Maintaining such peg mechanism is challenging, and it is possible for the USDT to deviate from the US dollar price for various technical or market reasons.
